Google Data protection pop up issues

On our student wifi a couple of devices are getting this pop up box from google about data protection and a privacy reminder. However our filter is blocking it so kids can never get rid of the message. When i just add google.com into our complete bypass list it works but i don't want to add google.com into our complete bypass list. Any ideas?

Do the logs not give the URL it's serving it from?

When I look in Chrome's dev tools (F12) it accesses the following three URLs when you agree to the privacy policy.

 

https://consent.google.co.uk
https://consent.youtube.com
https://consent.google.com
