Currently using Windows 7 with the incorporated DVD playback feature, but of course Windows 8 and Windows 10 do not have this built in.

I was wondering if anyone else had considered what they were doing with regard to DVD playback as some staff may prefer to use their desktops/laptops to play DVDs or just outright not have DVD players.

VLC doesn't pay for the license on certain parts of their software, which they apparently don't need to do in their country of origin (France). As they haven't been shut down yet I'm guessing that it's OK for them to carry on distributing their fine software. VideoLAN - Legal

Windows Media Player in Windows 7 can play DVD's by default, but it was removed in future editions due to wanting more money if i remember right.
