You do to put it in Supervise mode if not using DEP

 

What he said! AFAIK if you do not supervise devices you can not apply all restrictions using an MDM. These are some of the restractions that Lightspeed themselves list as requireing supervision.

 

I only use Apple Configurator to supervise initially then I use Lightspeed day to day.

 

 

As of iOS 9 even more restrictions are being made supervised only

Have always supervised ours not sure why you would not!

DEP can be used with existing devices as well as new ones, it gives you a wireless supervision profile installed in the iPad so you can use all the restrictions marked supervise only in Lightspeed, the MDM profile is non removable.

With the Device Enrollment Program, you can choose to supervise iOS devices. Supervision, an iOS-only feature, provides a higher level of device management, allowing additional restrictions such as turning off iMessage or Game Center — as well as other device configurations and features such as web content filtering and single app mode.

Any Apple Mac or iOS devices purchased on or after March 1, 2011 can be enrolled in DEP. Mac or iOS devices purchased from participating Apple Authorized resellers or carriers must be added to your DEP instance to be included. All iOS devices must use iOS 7 or later, and all Mac computers must have OS X Mavericks v10.9 or later.

 

Once configured, automatic enrollment in MDM occurs at the time of device activation if a profile has been assigned. If a device has already been deployed (activated), you can trigger automatic MDM enrollment by erasing and restoring the device.
