not touch screen but similar spec and described as "Tough". They are fairly tough but the screws do seem to keep falling out of the bottom of them!
Yes we had similar, from an order of about 250 Stones we had about 20 where the front facing middle USB port worked with USB sticks but nothing else, again fixed by replacing the motherboards under warranty
We don't have any experience of this model but Chromebooks appearing to be dead is a common theme with our HP Chromebook 14 G5's. In many cases a battery reset (disconnect and reconnect) resolves this but it does mean opening the case.
I just bought a couple of these Motorola E20 at £79 they are cheap, without all the bloatware (and they come with a plug :-)
