LOL sound's like the geek episode of Friends. As ZeroHours says you can use GPO to control which executables are run. The normal way is to set path rules in a Software Restriction Policy (SRP). But you are on hiding to nothing because the above assumes that someone can't put new files in the allowed folders or substitute standard executables for others with the same name. If this 'colleague' of yours has local admin rights what's to stop him from booting into safe mode and changing the Ranger services to manual start rather than automatic. He can aslo remove the RangerToolbar executable form the run key or just move it out of it's expected path. Basically just acquaint your colleague with his job description and the school's AUP. Just thank your stars it wasn't a student /me shivers

At least your LEA is ahead of the game. @Mark & SpuffMonkey although LogMeIn allows remote desktop access it's not really VPN. You have control of a specific computer. So you would have to have install on each server you want to connect to. You also wont be able to use any client applications (e.g. school mail & MIS) locally..

Have a look at this warning about PPTP posted on the poptop website. One of the problems it has is that it's vulnerbale to offline cracking a bit like WEP. The reason it's still used might because of ease of configuration and ubequity (it is included in Windows clients). Complexity can often be an enemy of security such as with the post-it note syndrome when it comes to using strong passwords. Another reason for continued PPTP use might be that NAT routers are not so kind to IPSec.
