I think MS is depreciating roaming profiles. Local with UEV seems to be the best way to go. Desktop Outlook is a pain. I think MS want a 1:1 approach to PCs with data and settings store in azure. You can stored UEV settings in OneDrive.

Copy all the admx and the adml.for en-us into the sysvol/policies/policy detentions folder. Do this from the official download from Microsoft. There is backwards compatibility to Windows 2000 in many policies so you should be fine.

There is an export-mailbox on exchange 07 maybe 10. Theres also New-MailboxExportRequest with Exchange 2016. But you cant do this with Office 365. I think under ediscovery you can export a users pst.
