Can you try starting in safe mode with networking on the models effected, try logging in as a local account and see if that improves the performance? Look at system logs to see if anything stands out?

I'd try and get a public/private signed CA for what's it worth how are you dealing with decryption and deploying those certs if you are? Private CA does have it's benefits but you have got to deploy the cert to devices somehow. We use Eduroam where I am and it is easy to download a profile with the correct certs whether they be Public or Private CA

Very handy, I use them at home. Got a few 48 port switches with a patch panel above and below with some thin 12" ethernet cables, thick cables for APs. So easy and flexible to reconfigure a patch port if need be and very easy to pull out a switch as use multiple vlans at home, no need to label cables 🙂

Working in Edu but no such thing as a summer break in last 14 years, lol. I miss the days when only 7 staff would be in at maximum (most were ground staff), no summer schools and was free to do big projects undisturbed with countless "it does not work" tickets, lol. This laptop is it domain joined or is it personal jus managed by InTune? Is this person unique with their use case, have any specific software that others do not? Does it occur when they move to and from or only when they move back to a certain device. If they move from one domain joined PC to the other is there still a delay?

Put it on a separate vlan and adjust ACL rules then only allow the DT desktops to access it. My feeling with a lot of these is they should be on a different vlan anyways, like an IoT vlan. Most are simply designed for a home network with little access control and majority are cloud going connected somehow.

Is the router that smoothwall connects to aware of the networks on smoothwall? Routers do not forward traffic unless they know where to forward it too, whilst the route out would possibly OK the return traffic may not be able to reach back to the client. Try a tracert to 8.8.8.8 and see where that stops. i.e. does it stop at the smoothwall or does it go anywhere beyond that. Feel free to post the output but if you need to put random IPs but let us know what they represent. A diagram might be usefull too 🙂 A DNS issue can be ruled out by pinging www.google.com and see if it resolves to IP on a client 🙂

Have you got overlapping??? This can cause jus as much issue as not enough signal and a reason why I would advocate for a wireless survey when replacing older AP technology for newer APs. A good example was our new build where the builders ignored our AP locations, we literally had 3 APs in an open office within 5 meters of each over and ended up turning off a third of the APs in total and have not had any reports about WiFi issues in that building in 4 years now, lol.

MAC filtering is not as secure (mac addresses can be spoofed), neither is a shared key these days with modern OSs making it very easy to share/show the key 🙂 Some issues can occur if the cert runs out before a new one is put in place 🙂

To be honest I would not go by the fact it has not caused issues before and would follow best practice mostly. It will only take a feature implementation in MS to have a scratching head 🙂 @TechMonkey DHCP snooping should block accidental or mulicious issues with DHCP, we've had routers plugged in serving IP addresses that someone thought would be a good idea to use our org DHCP range in that area. Took about 2 weeks of intermittent issues before we found it and was close to filing it in the waste bin via the nearest window. The other thing we had was AV devices that if they did not get an IP from a DHCP server they became a DHCP server but easy to spot as they used a common 192.168 subnet which we do not use internally. DHCP snooping is enabled on all edge switches that support it for the last 3-4 years here.
