My bad, it is the web.config in the helpdesk folder you need to edit. Here is mine:

Have you configured the permissions in the web.config file in the root of the HAP directory?

I had this and I'm pretty sure its fixed now, although may not help you depending on your environment. In the Meraki we interface go to Configure > General Scroll down and change SSL message signing to Enabled.
