    It sounds like it could be Orphaned snapshots - as John notes RVTools will tell you this in the vsnapshot tab, and also warn if any disks are possible 'zombies' in the vhealth tab.

    Our Paris office wanted the same, the best I've been able to do is a transport rule that replies with a message about working after hours they composed - the rule is then enabled/disabled by a scheduled task. It's ropey but they seem happy.

    As Dave said, easiest is probably putting the users in a group, then using item level targeting to add the preference to members of that group.
