mouse wobble, adjust click to drag?

we're starting to use IWB here and I've noticed that teachers are stabbing at the boards quite hard. I discovered that this isn't their fault. (shock, horror)

 

It seems that when you click on a button any excessive movement of the cursor will cause windows to try and drag instead of click. This is really only a problem on IWB beacuse everything is exaggerated. is there a setting to adjust the wobble click tolerance in windows?

 

BTW is their a word for "wobble click" tolerance?

I couldn't find that option, is it a windows 7 thing?
