Wow....but people say driving aggressive is the only way to go in NYC...having never been there, but from documentaries made on the place, it is gridlocked a fair amount of the time, so aggressiveness would be needed to get where you are going.

I'd say Adobe After Effects. I've seen (and done) the tutorial for making the zoom effect at the start, and I would image that the 'tracking' of cars/bicycles etc was done using tracking points and some clever expressions maybe to detect 'collisions' and change the colours. Or they keyframed it manually...

I bet that most if not all the cyclists going the wrong way at high speed were couriers. Their drag races are immense/scary (depending on your POV!)
