Question is: what do they get? Do they own the software, the source code? Permission to update it, port it to other OSes, extract the algorithm and use that in other software? Can they release the code as FLOSS?

I'm pretty sure they just get it for free with no support. I recall getting contacted to see if I had any old install disks, or manuals for the project.

I doubt any other rights are conveyed along with it.

This was years ago! They got the right to use it- not to reissue or dissemble. A number of retired support staff provided schools with assistance.
