Plug and play not working on dell dimension 4600

Any suggestions please folks on sorting out a Plug and Play problem on a Dell Dimension 4600. Machine running XP Home with SP3 and post updates installed. Trying to add any USB device brings up the install wizard and results in a fail?

Try deleting infcache.1 in C:\Windows\INF.

 

Then in control panel under Device Manager Unistall the actual USB controller drivers. Reboot or Refresh hardware devices and let windows redetect your USB controllers and USB root hubs etc. Then plug in your USB device and hopefully that will fix it.
