Second recommendation for GIMP its very good and completely free. Wouldn't say its incredably simple but its not overly complicated though.

All mentioned above, but if its more technical stuff - network maps, 3d plans, etc maybe try Google sketchup?

Another good one is PhotoFiltre - It's free to use and can be deployed by MSI very easily.

 

It's a good alternative to Photoshop, I deploy it to all workstations on campus and it's used by a lot of the students for basic image editing. Obviously the more advanced users prefer to go and find a workstation with Photoshop.

If I'm reading right, you wanted a vector drawing package not a painting package like Paint.NET/Gimp etc? If so, give Inkscape a go - great little app but a decent bit of power behind it too.
