The smoothwall system I've taken over has an on prem S9 and a cloud filter account. Problem is the cloud filter shows out of date groups, rules etc and the serial in the cloud doesn't match the serial of the on premises device

I may be reading this wrong, but isn't our on premises box supposed to push groups etc to the cloud? I can't change anything as it always shows the message 'Your policy has been locked due to an active login on your Smoothwall device' even though no one is logged in, so I think something is broken between the two systems - or the cloud is still looking at the old on premises S8

Maybe I'm not understanding this correctly but I'm trying to get this ready to filter some offsite devices using the smoothwal IOS browser

Yes, that sounds like the link has been broken between cloud and on-prem.

The serial won't necessarily match (mine don't), but I would get onto Smoothwall support to find out what's going on!

Make sure you have the latest update, as they have fixed some issues in Hybrid setups.

You can easily tell if the Cloud Filter is synced when you are logged in to OnPremsie.

Under Cloud: Home/Filter/Policies, it should say "Your policy has been locked due to an active login on your Smoothwall device." at the top in red background banner and white text.

S9 is fully updated but the cloud shows that message even when no one is logged in and the groups and policies are well out of date - definitely not synched for a while!

That's not how it should be, as soon as everyone is logged out of OnPremsie the text should disappear..

Sounds like something went wrong when S9 was installed and it needs to be resolved via support.
