Creative Cloud Licencing Not Applying after Device Licence To Named User

We have recently changed licence types from Device Licences to name user licences (ended up cheaper)

 

On a significant number (I'm guessing all and its just not been found yet) of the devices that had the Device Licence version of CC on, is giving a licence expiry warning when you open on of the apps.

 

The upgrade path i did was

Use Adobe uninstall tool on all devices > restart > Run new Name User Package to install 

 

The New licence is working as its activated my copy at home

The Apps are up to date 

 

so I am assuming somewhere hidden in the swath of files adobe doesn't properly get rid of is a licence file or something but I can't find it

 

 

Google-Fu isn't helping me find anything, and getting rid of the SLStore and OBDE folders didn't help

I Ran recover licences in the Devices licences section in adobe admin and several machines have popped back in

(we only have named user ones now, but expired licences seem to stay in the portal for a while)

Does C:\ProgramData\Adobe\OperatingConfigs\ still exist as that is the share device licensing folder. If it exists delete the folder.
