Welcome Screen Time Format

For the life of me, I cannot get 24H2 to show a 24 hour clock on the welcome screen when the machines boot up!

When the user is logged in or locks the PC it shows the time in 24 hour clock, just not when the machines boots!

have checked all regional settings and time formats!

 

if i do the copy to welcome screen and new user accounts and reboot it then shows in 24 hour.

 

is there a way to do this via GPO or deployment as using MDT.
