You can use the "Windows Theme Color Setting" object, which allows you to set a dark mode for the entire operating system. This setting is located under User Configuration > Administrative Templates > Windows Components > Personalization. Set the "Choose a Windows theme" option to "Dark" and apply the settings to the desired users or computers via Group Policy. 2
