BROMCOM Room Booking Configuration

Hi, Is it possible to stop people being able to book rooms that aren't free? Can we get rid of that tick box. Or if we untick the 'Automatically Allocate Room Bookings ' box, who does this go to? All administrators? And is it easy then to see if they are trying to book a room that is already booked?
