Disable Office 365 online apps?

Is it possible to disable the online Word, Excel PowerPoint apps for certain users as part of 365 A1 Plus?

 

I’ve unchecked most non-essential apps on the license for test user including unticking ‘Office for the Web for Education’ but this doesn’t do anything.
