I've been asked to block all in and outbound mail for students, I've created the below mailflow rule, however, after several hours this doesn't seem to have taken effect. Has anyone managed to get this working?

Ive done something similar and I think with pretty much the rule. IME a transport rule will take 15 mins to take effect. Id probably look to see if another rule is stopping this being processed, then focus it on one email address rather than a group to see whatsup.

I know it sounds silly.. but try swapping them two rules around at the top.. so it is saying if the sender is a member of students group and the recipient is external.. then do the following.

I've just compared your settings to our settings and they look the same. The only difference is that we have some exceptions that we've added over the years, such as colleges, educational sites we have subscriptions for (for password reset links), etc.

Finally figured this out, turns out that dynamic distribution lists don't work with mail flow rules

 

Also, groups are displayed when you select "the recipient is" despite you being able to select it, it doesn't work. Changed this to "recipient is a member of" and everything now works fine
