Print Management not letting me add printer

Strange issue, couple of printers are saying offline in print management. I can ping them and navigate via the browser to the printer however trying to re add the printer through print management will not let me. Anyone seen this behaviour before. I had restarted the print spooler and the VM before deleting the printer and starting again.

What error message do you get? I have seen strange issues when the Windows Firewall service is stopped/set to manual and hasn't started.
