VBA editor button does not work

Hi All

We have a group of users who need to be able to run the VBA Editor to do one specific thing. We already have an AD group that gives users the ability to run Macros in Word and PPT by enabling Macros through the Trust Centre. So I thought it would just be a case of adding the same setting to the Outlook bit and bingo.

This has changed the trust centre setting. We have also enabled the Developer tab in the ribbon for this group but when they press the VBA Editor button nothing happens. Pressing ALT-F11 also doesn't fire it off. On checking the Add-Ins it turns out the VBA for Outlook Add-In is "disabled by the system administrator" Problem is I can't find where this is configured. From what I can tell the only way to disable specific add-ins in GPO is via the registry it would be really good if I'm wrong about that and there is a specific setting in a template that can be changed. When I logon as a user in that group there are no registry settings that I can find that specifically disable that one. There are some that are disabled this way and some that are enabled but not the VBA one.

My questions are:

1) How do I find out where the add-in is being disabled?

2) How do I enable it just for this group of users?

Office 2016 with O365 on Windows 10 for Education...
