We have ~ 1400 students year 7 to 13 and ~ 200 staff.

 

Our 12 Month YTD Volume = 3,750,467

No that's an additional cost!

We went to tender on this in early 2018 and out of 3 others we went with the cheapest!!

I guess it's all relatively subjective.

When I worked in the reseller sector (not in print), I was working with two form entry primrary schools whose costs were between £35k - £60k yearly for printing.

I'd say our school size is similar and our annual full cost is slightly higher. We don't lease the printers.

 

I am currently reviewing our printer costs etc. The cost per print for us has gone up in the last 5-6 years (I've collected all the Toshiba increases). And its quite normal to have an engineer on site on a weekly basis.

Our (1500 students and ~250 staff across 4 sites) printing costs aren't as keen as @PrimaryNetMan (who's your supplier?), but the per-click pricing in the OP seems way over the odds compared to ours.
