We are trying to set the default keyboard layout for network users (local accounts) to 'English (United Kingdom)'. This is set correctly on the system/login screen, but as soon as a user logs in the language is changed to 'English (United States)'. We've done the usual searching online and tried the various keys, such as 'Preset' and 'Geo\Nation', but nothing seems to actually have an effect. We have the correct timezone and locale, but somehow the keyboard just sticks to the United States.

 

How are you all setting your keyboards to UK?

Hi chazzy2501, thanks for the response. Yes we have created a user-based Regional Settings in group policy. On the first/main tab, the User Locale is set to 'English (United Kingdom)', with a solid green line at the bottom. The 'Location' field below is greyed out for some reason, and is defaulted to 'United States'. Not sure how we can enable this field to change it, or even whether it matters.
