You can't really monitor iPads unless you force them to use a specific browser alongside a piece of Software. I believe Policy Central (now called Future Digital?) are introducing monitoring for iPads but you have to use their browser. This will only monitor what they do in the browser.

The only other option is to use Apple Classroom and watch their iPads as they use them which isn't a good use of time.

What about monitoring what they are doing with other apps...like messenger....or are you ONLY looking at things that are browser based- and possibly denying access to other apps?

Netsupport is another that monitors through their own browser and it does give you some nice inventory information.

I might very well be wrong, but isn't this an Apple thing that blocks access to some of the underlying code which is why you have to use a dedicated browser or the Apple classroom app?

Yep, apple lock down the system too much so only so much can be done on an iPad.
