Nope, they're user based.

 

UC -> Policies -> Admin Temp -> Control Panel -> Show only specified Control Panel items Enabled "insert list"

Easiest way is applocker linked to student group etc (if it's just the one) as it's a metroy app

 

You can faff around in regkey abuse etc but prefer supported ways

Then how are you connecting them with CALs etc to manage them in the first place? Or using Office/365 without a desktop pack?

 

If you're buying CALs/SQL licenses etc etc all sepeately anyway you'll be paying more than a standard desktop pack

Buy a CAL to connect to server, done. Office licence lasts for 10 years, so 3 times cheaper. Office365 is free.
