Try this...

 

Export-StartLayout -Path "$env:USERPROFILE\Desktop\StaffStartMenu.xml"

 

The root of the C: drive isn't a good path to choose due to UAC.

1. Are you trying to export a start menu with no tiles? That won't work (grrr... I want an empty start menu!!!)

2. Try making your changes, then logging off and then back on before exporting - that seemed to fix it for me

I had the same thought as @Arthur

Two things

Make sure you are running ps as administrator

And ...

Create a sub directory at least in c: or export somewhere you have full write privileges.

 

Maybe consider disabling Uac

I've had that error in the past and a simple reboot resolved the issue for me. I've checked my notes and we use the exact same command and save it to the root of c: too.

I had the exact same experience. I also noticed that it didn't work for me when I booted Windows 10 in to the "special mode" (forgot the proper name!) but the mode that you use before you sysprep the machine! :p
