It all means that they've got some vague ideas about what they want to achieve. They've seen it in another school or read about it in the TES but don't really understand what it's all about, how it works, or what it will take to make it work. They think that by employing somebody then they'll get what they want even though they don't really know what that is...

anybody have any idea what it would take to make this work? how does cmis or classroom monitor work? what are the hw and sw requirements?

I think this is probably connected with bringing your MIS system into common usage by teaching staff - ensuring they use it to record assessment data etc then using it (along side things like FFT data) to help them achieve better results and CVA scores. It certainly fits with the AfL (Assessment for Learing) agenda and try to provide ways of helping staff have "their finger on the pulse".
