It works out that the iPads i bought werent bought on the school account but rather a generic account (even though they were billed to us) so I cant link them to DEP. I called the Apple store who confirmed that they dont exist on my school account, they emailed me to confirm this and added if i wanted to attend their apple breakfast to discuss how great they are I could. I replied asking them to comfirm that there was no way to link my purchases back to my account but they ignored me. Meanwhile I emailed support and Todd got back to me around the same time and said if I called Apple education they might be able to link the purchased. I was on hold for 45 minutes yesterday so gave up. I'll stick to unsupervised devices with the limited control. The quote I got from Meraki was extortionate by the way.

Find someone who has a Mac you can borrow just to get them into Supervise mode

You say there is no way to link them, but can you get access to the original PO or other purchase details for the devices? I'm sure you could arrange a "transfer of ownership" which would put them into the school's asset list and enable you to confirm ownership with Apple. It might be a little work, but shouldn't take too long. For what it's worth, we don't use an MDM. Apple Configurator supervision is sufficient for our needs as we only have 10 devices.

As we bought refurbished ipads direct from apple they could not be added. I was told categorically they would never be added. They only way out was to return the ipads and buy new ones. As it turns out, although everyone wants ipads, the cheap dell laptops we have get many more bookings than the ipads (not that I will ever but any again).
