Over 80% of our teacher iPads are unable to go beyond the last iOS 9 release, 9.3.5, so iOS 10 is out of the question!

 

Should I be worried that these devices will no longer receive any security updates or patches?

Is there any real risk to data by virus or phishing attacks etc?

 

Or do these iPads just stay in staff circulation until such time they naturally get handed back as being useless because the latest Apps. won't work on them?

We don't know Apple will not release patches/updates for very serious exploits. They have in the past. iOS 6.1.6 was released after iOS 7, and was only for devices that were unable to take iOS 7.
