Video streaming

Does anybody know of a solution where I could cache a live internet video stream on site, which users on site could then access instead of everybody hitting the internet connection at the same time, and potentially seeing performance issues? Or a method of capturing a stream from a TV tuner and broadcasting that out, perhaps via a webpage?

VLC should be able to do both of those things.

Hi. For this we use our Planet eStream encoder - records from videourls on the web and from video card / webcams if you like - pretty good because we have installed it over 50+ machines.
