Is this group policy setting not used in Windows 10 Pro outside an AD environment?

I found that setting from here:

And in their screenshots, once that group policy is set, the control panel page for updates is suppose to show a red "Some settings are managed by your organization" message, but mine doesn't show that.

Yes users and Computers only get GPO's applied when they are members of Active Directory.

 

I've never tried but you could use local policies instead if you have no AD Domain, management will not be that great but I guess it should be possible. Via gpedit on the local workstation and every workstation that you need the setting on.
