Grey bars around windows (GPO?)

Anyone know what causes the grey bars to appear around all Windows (i.e. any open window; explorer, internet explorer, etc).

 

Here's an example:

 

 

I suspect it is related to a locked theme setting/GPO, but welcome any other suggestions?

It's the classic theme thingy, as it's not aero

'fraid not, it does it on all open Windows that aren't themed (so for example, not Office 2013, but it will put the big grey lines around Control Panel, or Notepad, to use two examples).

 

Unfortunately I didn't write the GPOs at this school, so I'm a little wary of unpicking too many (especially on a Friday afternoon, as I'll probably get to the point where I think I should rewrite the lot!).

The IE bar doesn't look grey to me (in the first picture), whereas the Google bar does!

 

The picture posted by Steve21 looks clearer. Sometimes the user profile becomes corrupt and will default to the Classic Theme too

I had to a bit of digging for this (not helped by some odd policy placement decisions and clashing policies), for some strange reason someone had specified to force a theme, but not specified what the theme should be, so (as many of you suggested) it was reverting to classic.

 

Thought I should update, just in case anyone ever stumbles on something similar.
