There was a company we had on the site many moons backwho tried to get schools together to do bulk purchases. It didn't quite work out for them and apart from some operational issues it comes down to just one thing.

Mainly, not all schools want the same thing at the same time, and most schools need it NOW!

Hit the nail on the head, they leave things to the last minute, all want different things and no one really wants to cooperate...

Another problem is buying in bulk, if done through one point, can fall foul of procurement rules ...

 

Negotiation on pricing can work very well, where collective bargaining is used to drive a price but no guarantee of purchases is made. Work on this with Dell and Fujitsu previously and it is amazing what you can get sorted.

We do it here with our feeder primary schools. We have setup a procurement and advice SLA in which we charge them £300. They have realised bigger savings in the kit costs then what we charge them and it's covering my time for all the discussions with suppliers and organising quotes etc. I've got a program that the schools complete before a set deadline generally mid-June for a summer holidays spend.
