I keep getting an error:

 

Connecting to the remote server failed with the following error message : The SSL connection cannot be established. Verify that the service on the remote host is properly configured to listen for HTTPS requests.

 

Is this something I am doing, or, an MS fault?

Powershell uses 5985 and 5986, so if you phone your ISP they should be able to tell you. As I say, if you tether a notebook via 3G and it works, then it's likely the ports it needs are blocked.

ive been using the Mail Protection Reports for Office 365 today and iirc that uses powershell via excel to get data out of office 365 and thats been fine this morning
