Script to enter proxy settings

You shouldn't be doing this by a GPO or login script; you need to be using a WPAD file, which sits on your proxy server and tells clients how to connect to it, and with what settings.

 

WPAD is configured on your DHCP scope as a scope option. Google will tell you how to set it up
