Is the tftp service running?

 

Do you have storm protection and / or spanning tree enabled on your switches - it can affect the reliability of tftp.

Authorised RIS in Active Directory?

 

After you install RIS, the RIS server must be authorised in Active Directory.

 

Authorisation determines control of which RIS servers can serve client computers on the network. If the RIS server is not authorised in Active Directory, client computers that request service cannot contact the RIS server.

I had a similar issue at a School in Reading.

 

To rule out the switches connect your RIS server and a test workstation to an unmanaged switch. If DHCP is running on another server, you will need to uplink to the swicth the DHCP server is running on and make sure you disable DHCP service on the RIS server.
