It is enabled on the Directory Service and then you need to enable it via each client that you want to test with. so you can control it.

So whats the jist of what this update does? Means i dont need to put in the password on outlook when i change my password anymore?

Yes, you are no longer prompted for a password, Outlook authenticates with your ADFS server behind the scenes without any user interaction.

Very much doubt it. Why not just ADFS, it isn't hard to setup.

@EduTech sorry to be a pain, can you pleade confirm how to enable this on the directory service. Do i need to sign up for the public preview still? I plan to get this into swing at weekend

I have put 1 account on early release, opened Outlook 2016 but are still prompted for a password.
