I have a mac mini running OS X 10.8.5

 

I see that from the app store I can install OS X Server 3.1

 

With this could I manage iPADS on our wireless network?

You can via profile manager on 10.9, though it's best only using it if in a 1:1 environment rather than trying to implement Profile Manager in a shared environment as you'll just come across countless issues!

What do you mean by that?

 

I was hoping to be able to lock down iPADs for use in the library my multiple users and push out apps as and when needed...

 

Would this not be the right tool for this?

Well Mac mini upgraded and server installed....

 

You ARE using the right tool, just bear in one that profile manager doesn't scale with large numbers of iPads, if you have hundreds of them I would look elsewhere. You need a few things to get this set up correctly though.

 

1) Unique Apple ID per iPad

2) Supervised devices, if you want to be able to silently install apps and locked accounts using restrictions, so you would still configurator.

3) A Certificate from a CA and Apple Push Notification set up correctly.
