Tile and other problems in windows 8.1

I'll admit it, I know nothing about Windows 8.1. An old friend has asked me for help and I have no idea what to do - I'm hoping someone here can help. This is what he said:

 

"Sandra's laptop is the prob. Came with 8.0 which is now upgraded to 8.1. She uses the tiles via her touchscreen and has made and pinned some for her own favourite sites. Sometimes when she clicks the tiles they take her to either her email or to a different site altogether. Recently the eBay link will take her to the site but while there the site becomes inactive. "

"Out of the box Sandra wanted her (uk) versions of things like eBay and Amazon so we deleted the original tiles and added our own. We installed office 2003 and set up outlook for email. It was only recently that I discovered that while it could receive emails it couldn't send them using pop3. So I set up Mail. Hmm it sounds like a little knowledge is a dangerous thing. Should we start the whole thing again?

 

Can anyone advise?

First things first:

Office 2003 applications are not compatible with Windows 8

 

May well be worth installing Chrome, it is designed to work as both desktop and Modern app. Then set it as default browser and try the links with it. The two versions of IE just seem to cause issues IME.

I did google it and see that Office 2003 doesnt work well so I did wonder if that was the Outlook problem.

They don't have a proxy so that won't be an issue.

I don't know what tiles are anyway - I've never even seen a Windows 8.1 computer close up.

I'll ask about what browser they use

She is using IE

Maybe that is the problem
