I'm rolling out new Win 7 machines. I set each one up as UK Region, Keyboard etc. And then as soon as I log in as anything other than administrator, they revert back to US keyboards.

 

Users don't have access to the control panel, so they can't change the keyboard back themselves.

 

I've tried setting it via GPO using these instructions

but it doesn't seem to have made any difference.

 

Any ideas? It's driving me mad!

I think I might have solved this. The problem seems to have been the instruction to turn the filter on. When I turned it off, the Keyboard settings appear on the right hand side and I can enable them, and so far I have the correct keyboard. It remains to be seen if everyone else does.
