[bug/error] Unable to give rep?

Gave you a thanks and then tried the star but said cannot give twice because i just gave a thanks, seems to be working for me.

Press CTRL+A.

 

It probably says you can't give rep to to them until to give it to more people first.

Ah ha! Seems you are correct, but a slightly different message for me:
