Yes. Transport Rules.

In your Exchange Console, expand Org Config, go to Hub Transport, choose the Transport Rules tab.

New rule, and you'll want something along the lines of

* from a member of [all students distribution list]

* sent to a member of [all staff distribution list]

* silently drop the message

Tweak as suits your requirements, of course. You could redirect, or bounce the message, or whatever combination of conditions and actions seems best to you.

There's also Mail Flow Settings > Message Delivery Restrictions in the properties of the distribution group.

Ours basically have "members of $staff_group can email this list".

Blocking students from emailing staff would kind of defeat the purpose of giving them email wouldn't it? If your only concern is students using existing distribution lists then you can set permissions on those lists in ADUC and only give staff rights to read them. For the students that circumvent that and manually add a ton of teachers to a message by hand, AngryTechnician has it right: start handing out detentions and eventually they'll fall in line.

You could also try detentions for every student who sends an email to a member of staff.

Indeed. This is a non-technical problem, so calls for a non-technical solution. Slap em with a fish if they do something stupid basically.
