So basically you are trying to get the wallpaper with the text overlay of Full Name, E-mail and Username as the user's login wallpaper with no box around it? Have you set Group Policy to point to the file that is being generated for the wallpaper? Go to User Configuration -> Policies -> Administrative Templates -> Desktop -> Desktop -> Desktop Wallpaper, and enable the policy, specifying the location as %temp%\Default.jpg and setting the wallpaper style to Stretch.

Go to Computer Configuration -> Policies -> Administrative Templates -> Control Panel -> Personalization -> Force a specific default lock screen and logon image, and enable the policy, specifying the location as the file you wish to use. (For example C:\Windows\System32\oobe\info\backgrounds\backgroundDefault.jpg).
