frame response times are a smaller number as well

Are you going to come across a situation where that 1Gb less RAM poses a problem though?
-
A 3080 is looking mighty tempting!

We use Impero here, but I'd be using something like Veyon for a free solution.

Isn't this one of those things where competition specs have slightly different weights for mens' and ladies' tennis balls?
-
Isn't going to make a difference when the reader doesn't output to the device...

I haven't played the game yet, but after the initial install, it recommended high settings for my pc (R5 1600 and GTX1070ti) Also, it's on game pass, so you can try it for a month for £1!

Remote offsite support software (teamviewer alternatives)

I know that UAC on quick assist is possible if the person logged in is an admin, so it should be workable. Worst case, runas in command prompt! -

Probably a filter on the open wifi.

Set up wireshark and filter for WOL

Yes, but at that point you can't just rely on PAT testing records as they were saying they would...
-
Do you call out the PAT testers every time you get a new device? Is every new cable PAT tested when it comes through the gate? You cannot rely on PAT testing alone, and if you know that the PAT testers are being negligent then I'd argue that your records aren't worth the paper they're written on! Also, doing your own PAT testing isn't a homebrew system in any way...
