I get 0.1db snr up and down on my home DrayTek 2860 and get full speed out of the line so no problem here

Sounds like they are using CGNAT (Carrier Grade NAT). That can cause a world of pain if you need any ports forwarding if another school already has them on the same IP address. I don't understand why they wouldn't give a school their own real world IP address. Even if they don't have enough left to dish out you can still buy them from other ISP's that have too many easily enough. Dave
