hmmm, I am a Microsoft account manager (in the Education team here at MS HQ) so I'll take that offline with you to see where the miscommunication is.... However here's the EES program guide take on this; Although you report a faculty/staff FTE employee count when submitting your annual order, all institution-owned or leased devices are licensed to run all products you choose to license organization-wide, during the subscription year. Any new faculty or staff members added to the participating organization during the year are licensed to use the devices running the licensed products. Your students can also use the licensed product on institution-owned or leased devices located in classrooms or open access labs within your defined organization. To license your students to run products on a device the student either personally owns or is institution-owned and is assigned to an individual student for their exclusive use, you can enroll in the Student Option (see The Student Option). So, Staff & Students are covered within the school but Students accessing from home 'on a device they personally own' are not. (staff are covered at home under the Software Assurance Work at Home rights)

Students accessing services from home e.g. Exchange/SharePoint are not covered under the FTE count on an EES agreement. You can either purchase Student CAL's or (if its more cost effective) you can purchase an external connector (NB: An Windows Server external connector is also required) The letter from 2006 referred to in an earlier post alludes to the fact that once you cover Students (either by CAL or external connector) you can also provide access to parents as well

In addition, the department’s faculty and students may check out or download the software to install on their personal computers.

Since the launch of EES to Schools in March, the 300 license minimum no longer applies. The minimum FTE count required to start an agreement is 5

Hi, you are correct that your FTE count will cover all the desktops in your school By including the 'Student Option' in your OVS-ES, you can license selected products and services for use on your students’ personally-owned devices or on organisation-owned devices that are individually assigned to a student’s exclusive use (for example, a laptop checked out to a student for the school year). Some organizations choose to recover costs by charging the cost of Student Option to students. Some schools include this cost as part of the student technology fee, enrollment fee, or entrance fee. This is completely up to your organisation’s discretion and any applicable laws.

For transparency reasons I have to admit: I am the Microsoft internal business manager for Schools in the South of the UK & Wales......... Just wanted to clarify the minimum qualification terms for OVS-ES & EES licensing agreements are as follows Schools can start an OVS-ES agreement (licensing based on their FTE Count) with a minimum of 5 FTE's (FTE = any member of staff who works for 200+ hours per year and who uses the IT systems) A school must license at least one desktop platform product for the organization-wide count defined in your enrollment or agreement. Desktop platform products include only the following: • Windows 7 Upgrade Operating System • Office Professional Plus 2010 • Core CAL Suite • Enterprise CAL (ECAL) Suite • Education Desktop with Core CAL Suite • Education Desktop with Enterprise CAL Suite The '300 unit' minimum no longer exists, as this applied to HE/FE customers before the new program launched at the start of March for Schools If a School has 1000+ FTE's then they can start an EES agreement - which is transacted only via the EDLAR channel
