  1. There are group policy settings for logon/logoff sync..not sure if it works for win7 client..you need to check that.. these are named "Synchronize all files when logging on" and "Synchrnoze all files when logging off" Check Offline files log off sync GP

The description of this logon setting in GPO reads as below. ..."If this setting is disabled and Synchronization Manager is configured for logon synchronization, the system performs only a quick synchronization. Quick synchronization ensures that files are complete but does not ensure that they are current."...... So I guess it might be doing a quick sync in your case. check sync manager settings..you can open it using mobsync from Run. and then click on Setup... If this helps then you need to figure out how to configure this for all users in the domain.. Offline Files
  3. you need to configure this in the group policy..here's a link how to do this for a Windows 2003 domain..Group policy : Encryption of offline files | Offline Files in Windows XP, Windows 7 I think it would be mostly similar in server 2008 too..
