We've just started moving our documentation from Google Docs to Confluence (hosted with the cloud option). Have previously used Confluence at another company and is going down well here. Using custom templates and the page properties report features to list out services, servers, CCTV cameras, printers and suchlike in sensible lists and then (after some tweaks) the built in how to guide template to build up our internal guides on how to make changes/deploy new software/suchlike. Regards formatting I'd say start learning the keyboard shortcuts as soon as you can like Ctrl + 1/2/3/4 for headings, [ to link to another page within Confluence and { to kick of Macros like the Info box. May look towards Jira at some point (we're just using a shared Outlook Mailbox at the moment!), again from previous experience it really comes down to making tweaks to the templates to get them to do what you want.

Going through your list I was going oooh this guy could do with a 2920 - then I saw you mentioning noise.... I'd have to agree with @MJTayloronline in that your best bet is a cab which can cancel out the noise (although I understand that its not as simple as replacing a cab!). Might it be possible to ditch the layer 3 requirement and do it somewhere other than a full 48 port PoE switch? Maybe at your Firewall?
